91ºÚÁÏ and the Legal Affairs Division, Prime Minister’s Department (JPM) formalised a strategic collaboration through the signing of a memorandum of understanding (MoU) on 8 May 2026 at the Persada Permata Dunia, Melaka campus.

The MoU was signed by MMU President, Prof. Dato’ Dr. Mazliham Mohd Su’ud, and Datuk Zamri Misman, Director General of the Legal Affairs Division, Prime Minister’s Department. The ceremony was witnessed by YB Dato’ Sri Azalina Othman Said, Minister in the Prime Minister’s Department (Law and Institutional Reform).

The event also marked the official launch of the MMU Legal Aid Clinic, known as the MULA Clinic, a key initiative aimed at strengthening access to legal services for the community by the Minister. The clinic seeks to provide free legal aid to those in need, particularly individuals from lower-income groups, while also enhancing public awareness of legal rights and responsibilities. In addition, this initiative also offers MMU law students valuable opportunities to develop practical legal skills through real-world exposure.

In her address, Dato’ Sri Azalina highlighted MMU’s role beyond academic excellence, underscoring its contribution to the formation of values, ethics and social responsibility within society. She emphasised the importance of complementing theoretical education with practical exposure so that students can better understand societal challenges and their role as agents of change within the legal system. The establishment of the MULA Clinic was described as a meaningful step towards bridging the gap between law and society, ensuring that justice remains inclusive and accessible to all.

The MULA Clinic also plays a significant role in supporting students’ academic and professional development. Through involvement in legal aid activities, students are able to apply theoretical knowledge in practical settings while strengthening essential skills such as communication, analysis and problem-solving. The clinic further fosters important professional values, including empathy, integrity and social responsibility.

Prof. Mazliham described the MULA Clinic as an effective platform for students to serve the community while enriching their learning experience. He noted that direct engagement in legal aid and community service activities not only enhances practical competencies but also cultivates a strong sense of social responsibility among future legal practitioners. He added that this experiential learning approach contributes to academic excellence and enhances graduate employability, while positioning the clinic as a strategic bridge between MMU and the wider community, particularly in supporting underprivileged groups and those with limited awareness of their legal rights.
